I think there is no command in hm to fulfill your needs. But you can use Hypermesh automation and create a macro that creates this feature.
I create a small tcl script, I have not try it , but the idea is that you can write your own macros to complete your tasks.

If the elements are associated to the surfaces or solid, you can select the elements 'by solid' or 'by surface' in the extended entity selection panel.

I want to select the elements which are inside the closed surface or inside the solid, to delete remaining elements. Let me know whether this option is available in hypermesh.

I think there are options, may be a number of different ways, to do it. It mostly depends on how the model is organized, and what group of elements to be deleted. For example, you can first hide the geometry (closed surface or solid) and then select the element inside. Or, if you mean inside shell elements that forms the closed surface (faces), then you can select all the quads and triangles, and mask them, then you can delete the remaining displayed elements inside. If the faces elements were meshed into a separate component, then you can just hide the component.
If those words are too obvious, then I do not under your question very well. Please elaborate it again.
