what is the maximum number of hypermesh window that can be opened for single commercial licence in a system?

Is there any limit for it?

whether it depend on system memory or licence?

As long as the HM process is on the same machine (user/host/display) the units are levelled, i.e. only 21 units are needed, regardless of the number of HM processes you start. If somebody else on another machine (user/host/display) starts also one or several HM processes, another 21 unites are taken from the license server.
