Do you mean, you have applied 4000N force on a member?
The result which you are seeing is elemental stresses. So, 13.57 is the maximum stress generated in the member. Stress will be in N/mm2 or N/m2 , depends on the units you are using for modeling.
Please, explain your issue with some images. (What kind of structure, constraints and Analysis?)

I want to check if each frame member exceeds yield strength for input load.
Is it correct to assume that 13N is too small to withstand the load of 1020 tubes? (Because 1020 tube's yield strength is 350 MPa)
For the more correct analyze, do I have to meshing the frame member?

Maximum stress generated is 13 mpa. Yield strength of a member is 350 mpa. This means the member is safe and can take more load.
Yes, for more accurate result you can refine mesh and check.

When I import solver deck after I save the model before analysis, there is no node on hypermesh optistruct like pic 1.
Is there no way to restore the nodes ?

Goto Temp nodes and select nodes > All. It will display all the nodes.

You can try using Preserve Node option in analysis panel too or else save the file as .hm.
