Deep penetration

I made an example. No matter what I set the parameter, there is always penetration. I don't know why.
I learnt that small time step, small gap .etc may cause this problem. But I could not solve it. could you help me?

Recreate the interface and give a Gapmin value in the interface and try running the analysis and let us know the outcome.

I changed the master suface to slave nodes, and changed the slave nodes to master surface. Then there isn't any penetration.
But I don't know whether it is right?
