we are reducing mass of pitman arm so my question is what is the difference between mass and mass fraction, volume and volume fraction??

Volumefrac / MassFrac response is the material fraction of the designable material volume.
Volume / Mass response is the total volume, which includes design and non-design volume.

Both the terms actually describes fraction of initial design space in topology optimization. Both are global responses with the range 0.0 to 1.0.
Mass fraction includes non-design space in fraction calculation whereas volume fraction only considers design space.
