In the "Optimization View" browser right click and select "Create">"Responses" then in "Response Type" select "function" for a DRESP2 and "external" for a DRESP3.

Without commentary on the state of the GUI, I find in situations like these where it is strangely difficult to find what you are looking for, that the search functionality is pretty helpful. Just start typing in the keyword and it will (usually) tell you where to find what you are looking for, and also if you select the keyword it will create one for you and you can edit it from the Solver or Model Browser. Also +1 for Ben for dark mode. Very nice.

You can also create responses straight from the ribbon and change the response type in the creation popup window.  Though I think @tdepa 's suggestion is a little quicker/easier.

Just found another way to do it if you already have a response created.  In the model browser if you highlight "Optimization Responses" (again it has to be there), then right click on it then Create you have the options for all 3 types.

Options for all 3 types are also available (a few layers down) in the solver browser.
