How to refine the mesh size and keep good element quality

a student / university researcher would like to know how he can refine the element size from 10mm to 1.6mm and keep a good element size? Attached is a screenshot of his mesh.

I would suggest to use e.g. element remesh with the 'redo connectivity' option. A number of layers around the refinement zone will help to achieve a better element quality. Please note that the element quality criteria settings in your picture might need to be adapted to the new refined size. Here is a video of the refinement procedure:

There might be more options / functions but this one looks promising.
