In my project, I faced a Volume meshing issue where I applied volume mesh to the whole model but it does not apply to all parts. Some parts get meshed but some remains at only surface mesh. 
error found in HM MESH Log: " CFD mesh shouldn't have float non-BL baffles." for that object.
Do all the volumes mesh if you disable the boundary layer parameters?
