When one simulates Network Planning in ProMan, how does the tool decide on cell assignment? What are the criteria?
The cell assignment is done based on criteria that are specified under the Air Interface tab. Typically, every pixel, the tool looks at the received signal from each transmitter. The first criterion is that only signals that exceed a minimum signal-to-noise-and-interference ratio (SNIR) can be accepted in that pixel. Once these signals have been determined, then of this group the signal with the highest received power is chosen. That determines, for this pixel, to which cell it is assigned.
