Dear sir I designed the L shaped bracket thickness of 3mm with 2 holes in catia v5 and I imported into hypermesh as igs file and I extracted the midsurface.now it is not possible to add washer around the hole in surface. Plz help me??

Yes, create a circle using Geom>> Lines and use surface edit panel>> trim surface with lines to create a washer surface.
