Geometry cleanup of aircraft wing rib

So I'm working on my dissertation which is about topology optimization of an aircraft wing rib but i still don't fully understand how to properly mesh my model. here is the IGES file of my model :
i still don't understand whether it should be meshed in 2d or 3d.
I'am not being able to mesh it in 3d as i can see 2 red lines in the geometry. i have checked so many videos regarding geometry cleanup and i have tried all the ways but still not able to make it solid.
would really appreciate it if you tell me how to fix the geometry and what type of meshing to use to get a good quality mesh.

Make 2D and 'drag elems' to make 3D mesh:

Hello,
As mentioned above you can first 2D mesh the surface then use the drag to create the 3D elements. This eliminate the need to convert it to solid.
For the end of the rib part while 2D meshing you can increase the number of nodes so as to better capture the geometry.
