How mesh a plate with holes on two perpendicular sides in Hypermesh

Hi all,

First of all I want to Thanks all of your valuable time. I have a component with holes on perpendicular Sides as shown in  the file, I want mesh this component with washer split by using drag option for 3D. stuck up at the Holes on  perpendicular sides , please guide me on how to proceed further on this.
