Macros not functioning within exported filename

After the source file is processed by Data Dump and then the resulting .xlsx is created, instead of the creating as 11-19-2018.xyz.xlsx it is creating as &[mm].&[dd].&[yy].xyz.xlsx.

We are using an older version of the Server (12.1) and Monarch Client (11), but the newer versions look to work similarly however the documentation doesn't go into detail about the inner workings of the macros (modules or installations) to investigate.  New projects created have the same issue, so it isn't a corruption with the project that uses exported filename macros.

Thanks in advance for any documentation or any information we can use to verify the configuration on our end (and what may have changed to cause this problem).
