Is it possible in motionview somehow to make a force element which is always tangent on a curve 3D.

Yes! This is possible through the use of a point to curve constraint, and inline constraint, and a force that acts along the Z axis of a reference frame. A mock up can be seen below:
In this example, a sphere is constrained to a curve using the Point To Curve advanced joint. The orientation of the sphere is constrained using the Inline Joint, such that it will always point towards the center of the circle. Lastly, a Force is applied along the Z axis of a marker attached to the sphere, to make it always point to the center. A Motion is applied to move the sphere along the curve.
