Issue with meshing generation

I have tried both the voxel and alternative meshing methods with a mesh size of 1 mm and a component mesh factor of 0.3 for the overflow, but I encountered an error as shown in the image.

When I reduce the mesh size to 0.6 mm, the number of elements increases significantly to around 46 million.

Do you have any suggestions for resolving the meshing error for this model while keeping the total number of elements within a reasonable limit?
