Where are the tools highlighted in red in Hypermesh 2023?

Indeed, I miss the red highlight from your initial screenshot. These tools with the user profile Utilities are actually discontinued. Thus, you can either:

From the 'Create Free Nodes' tool, the garbage icon from the guide bar is for clearing all temp nodes.
But you can also, clear a selection of nodes from the 'Mark Free Nodes' tool or directly from the Idle mode:
