If I have an assembly of components in one HM file, is there a way to create that same assembly structure in another file? Both HM files have the same exact components.

First I recommend you move away from the thought of Components and Assemblies. These entities will be replaced by Parts and Part Assemblies very soon. (refer to below article for more information)
Now saying this, you will be able to export this Part Assembly Hierarchy as a BOM
Ok, great. I'll look into this. Thanks for the quick response. And regarding nomenclature, we're still stuck with HM 2019, haha.
