I want to write an Ansys solver deck. But after writing it and opening it again I am loosing all the RBE2 and RBE3 connections in the model. How can I resolve this?

Are you trying to import Ansys solver deck in Altair HyperWorks Student Edition?
If so, please note that Altair Student Edition does not support Ansys solver deck. It is possible only in full version.
