I do not how to create this interaction in Hyperworks.

If this interaction is not supported in the interface; I think you could create node sets of master and slave entities in HM. Then export as inp and add your input file these lines:
*Pressure Penetration, master=Solid_bolt-1.bolt_bottom, slave=Solid_plate-2.bolt-plate, penetration time=0.001_PickedSet80, _PickedSet79, 5., 20.
