Could the virtual works method be used to compute forces on magnetic regions that touch (partially or completely) other magnetic regions?

No, it could not. The virtual work method allows computing forces on magnetic regions that are completely surrounded by air and are not in contact with other magnetic regions. Thus, in 3D applications the magnetic volume regions have to be separated by volume or surface air regions, and in 2D applications the magnetic surface regions have to be separated by line or face air regions.
