license error 9

from one day to the other i got an error message (at the end of this post)

i made sure that the file is named correctly and that the physical adress from the license is matching the one of the computer. 

i also tried to replace the old license with a new one but it does not change anything. 

what could be the problem. 

I would be really thankful for any suggestions.
