Problem Using MonarchObj.SETRUNTIMEPARAMETER in Dropbox

Hello All:

I am having no success using the MonarchObj.SETRUNTIMEPARAMETER function with the COM scripting in Dropbox environment.  No Error message is popped, but the result is not accomplished.  However, when I run the same COM scripting in stand alone pc environment, the results are achieved.  

Is this a bug using Monarch COM in the Dropbox, or am I approaching the requirement in wrong way.  I have attached my COM script and would appreciate any help.  Please advise if I should post a support ticket on the Altair support site.
