The file you uploaded does not have DTPL card. You can add one from the optimize menu look for the topology ribbon and follow the options in the card.
Once created you should see a design variable in the model browser.

Hi, I've noticed that you are using the other version of HyperWorks so your UI is a bit different. Are there any benefits to this version? I will attempt to add the design variables card using the version that's shown in your screenshot and let you know if I manage to complete this setup. Thanks for the quick response.

Okay,
So I've added a design variable and objective which was missing.
But now I run into an issue with element check with the OptiStruct solver (which is where I get stuck every time I try to optimise this structure) so I added the run parameters card and put 'no' under 'checkel' to switch off the element quality check but it still does it for some reason.
Are there any more things that I am missing?

The difference is just the new and classic interface. In the future, the old interface will go away. So, that is incentive enough for me to make the switch. Personally, I like it more.
As for the problem you are still having, I am not sure what material you can remove from a stator blade. The outer mold shape is highly aerodynamically driven and should not change much. If you want to reattach a model that has your DVs and objectives. I can can look at it and provide feedback.
