I want to mesh a part with hypermesh, with a big element size on flat parts, but when there is a radius the meshing should be with many elements

To mesh flat surfaces with large element size and curved surfaces with smaller element size automatically you can use the surface deviation option in the automesh panel.
see tutorial HM-3120: 2-D Mesh in Curved Surfaces
the angle and other parameters can be varied according to your geometry to get a refined mesh in curved regions (regions with a radius) and coarse mesh in flat regions.

you can now use the refine option, this will accesses another temporary subpanel that is slaved to the surface deviation subpanel, and allows you to select fixed points, lines, or surfaces to define an area in which you desire a more refined mesh.
Please provide a snapshot of any error you see while meshing,
    hope this helps
