To run sas code you would need Altair SLC, our sas language compiler and run-time environment.If you want the App for viewing and editing sas source code, and submitting it to SLC, then you want Altair Analytics Workbench.On a laptop of PC you can download these two MSI files for Windows and install them both.Also available for WindowServer, Linux, Mac, AIX. And Altair SLC is available for IBM Mainframe.
