Trapping Lines Where some have data on line below and some do not

I'm rusty with Monarch, it's been several years since I've used it. I'm having a hard time correctly trapping the data in the attached example.
I want to capture all lines that have the ID blocked out, and for the lines that have the "rejected" line below I want to capture the rejected line for ONLY the line directly above it. I know there's a way to do this but I can't get it.

I am going to assume that you are capturing the lines with the blacked out ID's correctly using a detail template, and the problem you are currently having is just getting the reject line to only match to the first ID line right above it. Since the "reject" line occurs after a detail line, trap the line using a Group Footer template. By default this will copy that value going up until it comes across a different group footer template. To stop this behavior you need to use a clearing template.
If you are using Monarch Clissic, once you have the group footer template created, you may need to accept those changes or simply click on your detail template and then back on to the group footer template (basically to get Monarch to update itself). This should get the Clearing Template button to activate:
Click on Clearing Template and select your detail template.
Once the group footer attaches to the first detail line it comes to, it will stop there and not continue up the page.
If you are using Data Prep Studio (v14.3 and above) the process is similar but looks like:
