Monarch Error

The available topics do not really pertain to this issue. We have individual licensed Monarch applications. One of my users is receiving a Monarch - Error on startup:

      Unable to connect to the Monarch internals database.

My question: Is this something the user can remedy in some way or would a Re-Install or Repair if available be the route to go?

Thanks for any assistance provided. I apologize if I'm doing this in wron area, guidance will be appreciated if so.
