How to fix this symmetry error WITH 3D rotation or circular repetition

I have a cylinder as a core and want to rotate a block on its surface to obtain 8 more blocks. Having reference issues

Thank you for contacting us. 

If I understand well, you are doing a rotate option which will rotate the existing block to a new position but the existing block will not be initial position. But if you want to have same shape of the block another 8 times, then the right option is to use circular repetition and select a face as reference.
