Why do I get a port definition error from FEKO?

I'm trying to implement the stripline bandpass filter presented in the attached papers (CADFEKO files attached), but I get an error from FEKO saying 'ERROR 39518: An edge port may not be defined on the surface of a dielectric body', however this is how I usually define edge ports and it always seems to work. I have tried rebuilding the model in case I missed something but the issue still persists.
