Yes, probably.
The module WallMan can convert an AutoCAD file with buildings to a WinProp format. If you search for AutoCAD in the manual you find guidance on how to convert to formats with more or less geometrical freedom, and which object types in an AutoCAD file can be handled. The easiest is "urban". The other is "indoor", which really means "general 3D".
WallMan can also convert topography files (for the green field) to a WinProp format.
In all cases, at some point a UTM zone has to be specified. It is important that the topography and the buildings receive the same UTM zone. If you don't know what to choose, just type a number, e.g., 32, for both of them.
With ProMan, you can create a new urban project and specify the converted urban file with the buildings (file extension .odb) and the converted file with the terrain (file extension .tdb).
