I am trying to hex-mesh a complex part. In the below surface, I show the region where I failed to mesh. How can I cope with this in order to have have a correct mesh between the partitions?

Hello,First I advise you to supress lines that create obstacles for Hexa Mesh with the toogle tool or stitch tool.Than use the multi solids option to create Hexa Mesh.See my results in attached picture.
