What tool are you using?
Have you tried the Adaptative Wrap Mesh? You can create some 1d/plotel elemetns and use them as features to be kept. I've selected some features at the top left corner in the picture. (Started from a 10mm shell mesh, and created the new outer shell in grey.

It doesn't look like it has worked very well in your example either. I tried this tool but it hung for ages probably because of the size of the component. I did as you said. Created 1d element to define edge I wanted to keep. This method doesn't work in the shrink wrap tool.
This would be a great tool if the faces/edges could be preserved

just to be clear, in my model i've used only in the top laft edge, which was preserved.
If i have selected all of them, it would be probably preserved.
Anyway, try also to describe more visually what happened in your tests, including with Adaptative Mesh.

This is the result I get. I meshed the part. Isolated the surface elements whose edges I wished to preserve. Created feature edge lines. Meshed them 1d (rod elements). Then used the adaptive wrap tool pointing to the original surface mesh and the 1d elements with the following settings. I turned off the refinement options as I just want a rough wrap apart from the preserved edges.

Figured it out. You have to create 1d elements from the element edges directly.
