How to capture fillets in the best way?

Hello Guys,
I am trying to mesh the prototype hood of a car as per the specifications below:

When performing mesh along the fillets, I am not getting the desired warping 15.
How to construct lines in a fillet region to get a proper mesh flow?
I was able to manually edit the elements to get rid of the other issues except warpage. I tried translating the elements to get rid of the warpage problem however the elements surrounding it also started to have warpage issues if i adapted to this translation method.
Should i construct a line in the fillet region to get a proper mesh flow? what other topological modifications can i make to get a proper mesh flow there?
