how to get this type of mesh near the washer region

By proper splitting geometry you could achieve such mesh.This pattern looks good but fail in element quality like jacobian and quad angle. Better you use quick edit washer command to create circular shape around bolt hole and it would hep you to generate good quality elements.see attached screenshot.

I can create a washer mesh control but i need to completely remesh my body so that it is taken into account. I guess there is another way
