Line Offset - Lines Panel

When creating a LINE OFFSET using the LINES PANEL, how is the direction of the offset determined?  If the line is a planar curve, then it would make sense that it would stay on that same plane.  If the line is straight, or non-planar, then the direction of offset seems arbitrary.

 

Also, if the original line is on a surface, is there a way to force the offset line to fall on the same surface?

    if the line is on a surf, do not use line offset panel. use surface edit>trim with line>offset.
