Hi!
I know the tool (3D>smooth) to smooth shells. However, the smoothing effect is rather weak. Is there a way to perform strong smoothing as in the image attached?

Your picture does not shot 'strong smoothing' from point of view of meshing.
If you like do 'fine mesh' which better presents the geometry, decrease element size!
You can also smooth the mesh, just after the mesh by clicking Smooth option which is right 3rd from the mesh button on 3D> Tetramesh option.

As friend suggests, smooth has effect only if element size is small.

Smooth function will be limited by feature angle of mesh, so enter menu Preferences>Mesh Options to increase feature angle. But with higher feature angle, smooth function may change shape of mesh (it is not good). You should refine mesh
