where to change the minimum & maximum member size?

i m having trouble of finding the command of change the minimum & maximum member size, i only remember one of the group member saying the maximum size is always 2X minimum size. i tried to look everywhere for the window that he showed me but i still cant find it,

In Topology panel>>Parameters you should see mimmemb and maxmemb as shown in image below. Turn on to input the minimum and maximum member size constraint.
