How do I transfer a Monarch license from one user to another?

A user is taking over the duties of an Altair Monarch complete user. How do you go abut transferring the license / databases?

    for this matter I would recommend you to create a case in the Contact Support section of Altair Community. 

    Please explain your requirement and your case will be assigned to the appropriate team to be adressed.
