Downloading to Launchpad gives me error -1041, PTI_ERR_EMU_CNTLR

I can't download to the Launchpad, I keep getting error -1041. What gives?

    You must make sure that Boot SW 3 is in on (up) position with board held LEDs down, USB connector up.
