Is it really necessary to connect CONM2 element with rbe3 for assigning mass moment of inertia ? I have selected nastran solver and i dont know how exactly to add mass moment of inertia to a element . it was mentioned in forum that in card preview we can enter the value but I'm begginer so Im not aware of it.

You can connect a CONM2 to any node, RBE3 not required (this will give you a point load though which is why an RBE3 is usually used to distribute the load).  You can also add non-structural mass (NSM) to elements and properties.  You search NSM in the find tool or there is an NSM field on the property card.
