In a local environment, clearcase views can be activated with clearcase commands like setview.
Please refer to the clearcase manual for details. 

When using vovlsfd to provide vovslaves, ensure that vovlsfd is invoked from a shell where these two environment variables are set:

CLEARCASE_CMDLINE
CLEARCASE_ROOT

The clearcase command setview already initializes these two environmental variables. vovlsfd will then launch vovslaves via the bsub command. The bsub from lsf recognizes these environment variables and activates the corresponding clearcase view on the remote host.
