WRAP has access to very convenient maps on which you can easily place radar installations, cellular base stations, radio and satcom stations, etc., to investigate coverage and interference. How can I export the topography of those maps to WinProp?

The attached document shows in detail how to do this. Several steps are involved: define an area of interest on the map in WRAP's map window, crop the map in MapDataManager, export the topography to ASCII from MapDataManager, convert to WinProp's format in WallMan.
